It's a court ordered sale. Could be to pay off debts, or people are fighting over a will, each claiming part of the boat, so rather than take a chainsaw to it so each gets an equal portion, the judge orders it be sold so the money can be divided.
It may have sat in a yard with storage dues long overdue in which case a bailiff takes it. Happens in storage lockers all the time.
This could end up a real bargin for someone.

10% deposit, payable to Envoy Court Bailiffs, by way of money-order is due with submission of offer, balance is due on date of sale or you will forfeit your deposit

10% deposit with offer and they may not accept the highest bid. They get to keep all deposits though :D
