I am looking for a design to build along the lines of the Arch Davis Penobscot 14 or 17, but that is light weight enough to be transported on top of a car.

Look into the Spendrift series of take-apart sailing dingies from B & B Yacht Designs.

Those will be heavy lapstrake boats to get on a car top. To be practical you'll need something built very light, and probably smaller I'd think
