any idea of where to find information/plans on the Norwegian Lapstrake Construction of the coastal/cruising fishing boats?

Besides plans would really like to find books(english) on the construction

Try "Inshore Craft of Norway" (Faeroyvik/Christiansen - Conway Maritime Press) and "Norse Boatbuilding in North America", a small booklet put out by the Apprenticeshop in Bath Maine. Neither are really step-by-step construction manuals, but they will help.

You might want to call the folks at Faering Design in Vermont. The boatbuilder learned his trade in Norway as I recall, and may be able to steer you to some good resources. Their number should be in the Classified section of WB under the heading "Hardware and Fasteners" or some such.
