found this in a box of stuff. The drill bit is .040. I would like to know what the 2-piece holder is for. Anyone?

I can't see it very well. Is the holder spring loaded? Is it light? Could it be a depth stop? Judging by the old wood container, the drill would have been chucked into a hand crank drill.

Assuming that the bit fits through both of them when they're together, a jig to indicate when the bit is perpendicular to the surface being drilled into.
