I have a Wilcox-Crittenden Navy Bilge Pump (Fig. 5392)that has never been used. I'm looking for a "special high grade cup leather" described in the catalog.
Any ideas on where to look?

Try a piece of inner tube.
It won't rot.

Just made one out of a piece of my old 2'' belt. Works great, and made a spare for next time.
