Is a keelson on a 1967 Pacemaker that is getting soft around the keel bolts worth fixing or is it a sign of something really wrong with the boat and what is involved both in time and cost in fixing it?

Is that the only problem, or possibly the tip of the proverbial iceberg?

Best advice you'll hear here [pun intended] is to hire a surveyor.

If this is a boat you are looking to purchase, pull a few screw here and there from planks. What do they look like?
Check the corners of the transom, ends of frames where they meet the keel. Check the stem.
These are places where you are most likely to find rot.
It can be repaired but be prepared to spend a lot of money.

Pacemakers were built by the C.P.Leeks Co., that also built Egg Harbors. Those boats are "bonded". Because the soft spots are located at the keel bolts...I'd suspect the bonding has had its detrimental effects. Those keel bolts are galvinized and thier deterioration has affected the surrounding white oak.
