Well, pure guess; the buildings look wrong, neither old enough nor narrow enough, nor correct in the small details, but the canal style layout and the boat looks like Amsterdam, despite the offputting "Arctic" name. The barge in the background is even more Dutch than the foreground vessle to my eye.

I'm going to guess although I think it is Holland.
The Gota Canal...coming into Stockholm. or maybe Goteburg!
I'll go with Stockholm which is made up of seven islands to begin with. A lot of canals.

I haven't a clue, but the ARCTIC appears to be a liveaboard. I doubt you'll find many working watercraft with potted plants on the rail.
Incidentally, under close examination, that small red sign on the building to the left appears to say "DhA".

Since we've so far gotten called for a goose egg, I could also guess somewhere along the Rhine, or North Sea/Baltic Sea. So, if Germany we could be looking at, say, Bremmen or Kiel. The "Arctic" name might argue for the Baltic. Germany is my latest wild guess based on the fact that nobody else has called it and we're running out of Northern European States. There, or Scandanavia.....which leaves Copenhagen, Oslo or somewhere along the coast of Sweden. Throw enough darts at the board and eventually you might hit it....

I had a nice brownie laid out last night on a piece of paper towel in the living room. Made a fresh pot of coffee....went to get a cup when it stopped dripping, came back...brownie disappeared...Lil Critter wuz curled up on the sofa, with a rather sheepish guilty sorta look, chin on the edge of the cushion with those big brown eyes looking up....I just had to blame it on the cat...
