I just had the best phone conversation I have ever had with any state paid official. I called the district watercraft office today and asked what it would take to have my Penobscot 17 and Wittholz 17 catboat inspected for registration. Both are close, but not finished. He said since I have 2 to inspect, and live about 10 miles from my local state lake, he would come to my place and take care of it here. How is that for service? I am going to buy this guy lunch. :D :D

Yes, we have to inspect, register, and title anything over 14 foot.

I had the same service from ODNR. I called for the HIN inspection and told them the boat was to big to bring to them (12 1/2 tons). He says no problem, I'll come to you. The inspection just amounted to making sure I built the boat, it had never had an HIN, and it wasn't stolen.
