Does anyone know if the Hartley 28 has an inside steering station? A personal message in response would be fine and much appreciated. Thanks.

The Hartley 28 I sailed on wasnt a trailer sailer,more a motor sailer really, it was a bilge keeler and was steered from the cockpit.
I'm not sure whether that is the same boat you are referring to or not.

Fairly sure the Hartley 21 was the largest trailer-sailer offered by Hartley.
At 9'6" beam regardless of weight or keel the Hartley 28 is pushing it as a trailer-sailer.

It is a little big for trailering. I was wandering about the layout. Hartley did not respond to my inquiry.

Hartleys seem quite conservative in their layouts so there shouldn't be any suprises.Just in case you missed this link on the Hartley site:

Hartley did not respond to my inquiry.
You'll likely have better luck squeezing blood from a stone than getting a response from Hartley. I purchased study plans from them once and they still wouldn't answer a couple simple questions although they did encourage me to buy the full plans.
