What are these guys up to?

I took this pic Saturday while helping out at a High School sailing regatta:

We were just getting close enough to ask what they were doing when we got a radio call to move a mark for the Committee. They were towing the model. Any ideas?

I' d say it looks like an experiment in a long range radio control model wouldn't you.
Might not have been quite 100% successful eh.

They were heading out of the harbor, North towards Hussey Sound. No sign of radio equipment.
