Hi I am looking my 3rd boat to build I live on lake Ontario and fish on the cape in the summer
I am looking for a power boat that is vary stable to fly fish from 19 to 22ft and can handle 4 to 5ft waves

You'll want to provide a bit more guidance as to what you are looking for - power, power and oar, etc. A panga in that length could be reasonably efficient, not stir up too much fuss, and cope with the conditions you're describing.

22', rather able in seas, semi-planing (although I have seen almost 30mph per gps with 50hp).
