I have been interested in this subject and have been collecting information.
The prefered inboard is the Honda GX160 (5.5hp) no gearbox.
Unfortunately there were no photos of that engine although i have written a letter asking for one. The engine shown in thes photos is a chinese 23hp diesel. Also the report makes no mention where they got propellers or specifications of the propellers. I wrote another letter asking about that.
The man in charge of a govt. program to help build better boats is Kilien Svensson.Yayasan Indonesia Cerdes.
Other studies have shown the 2:1 reduction gearbox was a better choice.Honda GX160 RH 5.5 HP(has a wet clutch) 3,600 RPM
