Browsing through Greg Tatman's website, he advocates epoxy coating plywood before drilling and fastening to the chines/stem/transom/etc. I find no evidence of further epoxy treatment after the initial coating.

Are those screw fastenings tight enough to prevent moisture absortion, and if not, what precautions should one take using this method? I seriously considering epoxy-fiberglassing my ply panels before fastening to the frame assembly, but worried about all those screws through the ply/epoxy.

It certainly is easier to coat the panels before assembly. At least they are flat that way. i would still coat it again once assembled.

In the latest edition of CLC's occasionsl shop notes they have a shop tip relevant here. Drill the fastener hole out over size, fill it with epoxy filler and re drill to the correct size after the filler hardens. Makes sense to me.

I'm not familar with the website you are talking about, However on my boat which is plywood over frame and batten. I am precoating the inside of the panels before I attach them. I also precoated all the frames and battens. Saves a messy job later of doing it inside of the hull. on the inside I'm not too concerned about moisture getting to the screws since I am useing 3m 5200 to glue the plywood to the battens. I'm sure thickened expoxy would work as well if not better in place of the 5200
