Looks like a pair of chain stoppers off ground tackle. One pelican hook goes either side of the detachable link when anchored, both of 'em take up the load when the anchor's in the hawse. Tighten them up with a four or five foot bar.

I concur with Dave...chain stoppers, especially if they are bronze not steel.
