There was an article a few issues back that included How-tos for mixing gloop for short +/- 1/8" screw holes that wouldn't hold bungs.
If someone could point me to that, it'd be appreciated. (That's on today's to-do list...) :)

Are these screw holes? Any chance of just countersinking a wee bit deeper? These aren't by chance on the deck are they?
Sorry for the questions and not a direct reply to your query.I would go with setting the countersink deeper,if at all possible before using epoxy.....unless you are painting over the holes afterward.

Thin the epoxy with microballoons, or wood dust until it resembles the density of the wood around it (after curing). When you go to sand, it won't form "Bridges" which hold the paper up due to a hardspot which unthinned epoxy will.
A few trials with small batches will give you the ratio that works for your boat.
I bunged all the below waterline holes this way on my boat, then used proper glued cedar bungs for everything above.
