Welcome - I have no idea where you would find the plans for a seriously competitive sprint C4 - and I cannot recall seeing a veneer one since 1992 - of late they have all been fancy carbon laminates.

One of the things that is worth doing is to add a "Location" to your profile (under User CP) it may save you from irritating suggestions relevant only on some other continent.

The C4 is fairly round bottomed so the logical way to build it is strip building. If that is OK with the club members they can get a set of offsets for a C4 by spending $16.95 for a copy of
"Canoecraft" by Ted Moores.
