Been discussed on this Forum before -- don't know if anyone figured out what it was...

The Rover Sea Scouts in my old troop used a very similar boat but that was way back in the 1950's and she wasn't new then, Sloop rigged, metal centre plate. The old pic I found doesn't show much of her and is not in good nick.
