The rudderhead on C is similiar in construction to this photo:

The bronze plate/cap on top of the bronze tube is a seperate piece that I would like to add the name of the boat and year built.
How is the lettering typically done? Is it Cast? or Stamped? Could I do it with a dremel?

Aileen Louisa's build plate is engraved on a brass plaque. I'd have your rudderhead professionally engraved the same way. If it's simple enough to remove, then just take it along to the engraver's and let him rip. He'll do a professional job, letters all the right size in whatever style you choose, properly centred, kerned, and everything else. Whatever the expense (and it shouldn't be a great deal,) it'll be worth it to have a professional-looking job.

These guys will do a casting for you. You could make it as fancy as you like.

I think that the deeper ones were done by casting. Patternmaker supply shops sell stick-on letters in a variety of sizes and typefaces.
