That's actually pretty standard practice. Years ago when marine conversion kits could be easily bought from a number of aftermarket suppliers (Barr, Osco, Stokes, etc.) tere were two ways to order them. One set up resulted in raw water cooled manifolds, this was the 'less expensive' conversion kit as it requires a smaller heat exchanger & does not need the block off plate between the manifold & the riser or water cooled elbow. - The cost would catch up to you later though as the manifods required replacing usually every 5-7 years. The 'more expensive' system included a larger heat exchanger & the block off plate so that the manifolds are fresh water cooled.
