An interesting old bit of gear for someone. Usual disclaimer, of course.

Nice fitting. But, I suspect it has some other use than that of a main sheet traveller. Note how light the hinge fastening holes are. There is little strength to a central mounted point for the sheeting block. And, there is no advantage from the stand point of it as a traveler unless, the center hole is for dead ending a sheeting block and two blocks are mounted one on either side using sliding shackles.

I think is a main sheet fitting that allows a tiller to pass underneath it.

It doesn't have much width to it. The idea could be to fold it down so an outboard motor could be mounted, or a sculling oar used more easily. Motor mounting was the reason for the Town Class sailboat's folding traveller.
