I am going to need a hatch in the bottom of my footwell to access the shaft seal etc. Cockpit construction is 10 mm Okoume. Hatch opening will be about 12"x24". Looking for ideas on how to build a water-tight seal and a latch system. Ideally, everything should be flush fitting, or I suppose a recessed drain channel around the perimeter of the hatch and leading to a drain would be a option. Thanks

A raised hatch would be easier to make water resistant as long as you have effective drains.
Maybe one of those commercial aluminum hatches if it must be flush?
